Lets hope it is an anomaly. Perhaps due to Chinese New Year.
However, it does appear that the babies referred so far are very young – so perhaps it really is true that at least from the orphanages approved for ICA, there are fewer NSN abandonments. That is a good thing.
It means longer for us but its good for the children.
